So, the problem with eloping is that people feel left out.
And people feeling left out makes Mia feel guilty. Not to mention Draco doesn't seem to mind a big party celebrating them.
There's plenty of cake, room for presents, and even some brooms and Quidditch supplies.

The silver ribbon has the name "Master Draco" etched on one end, and the pink ribbon, "Lady Mia"
Each parchment is a voucher of sorts:
Draco's entitles him to trips to any exotic local (in Salazar's time of course), for any reason, be it formal, informal, educational or otherwise.
Mia's parchment grants her complete use of Lady Madaeze's servants, baths, kitchens et. al. at any time, day or night.
